International Expert in Human Rights, Gender Equality, Strategic Communication, and Public Diplomacy
Elizabeth Salguero Carrillo is a prominent Latin American leader with over 30 years of experience in designing and implementing public policies, communication strategies, and social development programs with a focus on gender equality, interculturality, and human rights. Her career spans international organizations, governments, the private sector, and social movements, establishing her as a key advocate for women's rights, indigenous peoples, and LGBTQ+ communities.
She served as Bolivia’s Minister of Cultures and Tourism (2010-2011), where she led the international promotion of the country brand “Bolivia te espera” and advanced public policies on de-patriarchalization and interculturality. As Bolivia’s Ambassador to Germany, Switzerland, Poland, and Romania (2012-2015), she strengthened economic, cultural, and cooperation ties, leading landmark initiatives such as the Bioceanic Railway Mission.
Her expertise includes strategic project coordination at UN Women Bolivia, where she developed resource mobilization strategies and spearheaded the global HeForShe campaign nationally. In the private sector, she was Executive Director of Fundación VIVA and Corporate Social Responsibility Advisor at Nuevatel PCS, integrating corporate sustainability with the Sustainable Development Goals (SDGs) and workplace gender-based violence prevention.
Elizabeth has led innovative national and international communication campaigns, such as the Parkour Festival for LGBTQ+ diversity, and advocacy strategies for constitutional reforms with a gender perspective. She is the founder of networks of women journalists and a prolific architect of strategic alliances between civil society, governments, and multilateral organizations.
She has published several books and articles on communication, women’s rights, and public policies in Latin American and European media. Elizabeth is an active member of international networks such as UNIDAS, led by the German Federal Foreign Office, and the Latin American and Caribbean Women’s Network (RIMLAC).
